THE METROPOLITAN PLANNING COMMITTEE ACT, 2009
Parliament in its 74th Amendment Act, 1992 of the Constitution of India– with effect from 1-6-1993, inserted Part IX-A, which is a comprehensive amendment introducing Art 243P to 243ZG. The 73rd amendment is also covered under Art 243.

Study on Setting up a Metropolitan Planning Committee for Bangalore

The Constitution of India makes it mandatory for the States to set up Metropolitan Planning Committees (MPCs) in the metropolitan areas of the country. A metropolitan area is defined as an area having a population of 1 million. Article 243ZE of the 74th Amendment to the Constitution says
“There shall be constituted in every Metropolitan area, a Metropolitan Planning Committee to prepare a draft development plan for the Metropolitan Region as a whole.”

As per the 74th Constitutional Amendment or Nagarapalika Act, wards committees were supposed to be formed in all municipal corporations with more than three lakhs population to bring about greater decentralisation of functions, proximity of the elected representative and civic administration to citizens, and enhancement of people’s participation in local governance.
