The norms set by FCS&CA for the discharge of its functions

The Department of Food, Civil Supplies & Consumer Affairs, Government of Karnataka

  1. Food grains and Kerosene oil delivered at the doorsteps of rural pair price shops after appointing transport agencies through tender processes. Separate transporters are appointed for bringing the food grains from FCI godowns to the wholesale godowns. Another set of transporters carry fodgrains from the wholesale godowns to the fair price shops.
  2. Food Inspectors accompany the vehicles carrying Public Distribution System commodities so as to ensure the commodities reach the fair price shops.
  3. Signatures of 5 cardholders are taken on delivery notes/bills, when the vehicle reaches the fair price shops to ensure that the commodities have reached the village.
  4. Vigilance Committees have been constituted for all fair price shops and meeting are being conducted regularly. The copies of the proceedings of meetings have also been collected in the Commissionerate for scrutiny. The copies of the meeting proceedings are also being reviewed at the District level each month. A Vigilance Committee at the fair price shop consists of following members:
      • Scheduled Caste member – 1
      • Scheduled Tribe member – 1
      • Backward Class member – 2
      • General category members – 1
      • Elected member – 1
      • Social worker or member of local Women’s Self Help Group- 1
  5. Food Security Committees have been constituted in all the Gram Panchayaths to oversee Public Distribution System at the Panchayath level.
  6. There is a Food Security Committee at District level comprising o the District in-charge Secretary, the Deputy Commissioner of the district and the Chief Executive Officer of the Zilla Panchayat. This committee meets every first and third Saturday of the month to review all issues relating to Food Security, especially the Public Distribution System.
  7. Officials of the Food Department have been given monthly Targets for inspection of fair price shops and wholesale godowns as per the Job Charts.
  8. Vigilance squads/teams have been formed at the Commissionerate and in the districts to conduct surprise inspections.
  9. Wide publicity is given in the media regarding allotment, scale of issue and rates in the local newspapers and copies of the allotments are given to elected representatives.
  10. Mandatory displays are being made on vehicles carrying Public Distribution System commodities from the FCI godowns up to the fair price shops.
  11. The Commissioner, Food, Civil Supplies and Consumer Affairs Department has written to all the Gram Panchayat Presidents to supervise the Public Distribution System at their level.
  12. A pocket booklet has been released carrying useful information about the Public Distribution System and the functions of the department.
  13. Strict action is being taken against erring fair price shops whenever violation are observed.
  14. Powers have been delegated to the zilla Panchyats and Taluk Panchayaths to make allocations to the fair price shops and also to countersign subsidy claims.
  15. A Comprehensive project on computerization has been taken up wherein technological facilities like biometrics, digital photography, visual cryptography, bar coded coupons, etc., are envisaged so as to make the Public Distribution System transparent and efficient.
