The Constitution of India makes it mandatory for the States to set up Metropolitan Planning Committees (MPCs) in the metropolitan areas of the
country. A metropolitan area is defined as an area having a population of 1 million. Article 243ZE of the 74th Amendment to the Constitution says
“There shall be constituted in every Metropolitan area, a Metropolitan Planning Committee to prepare a draft development plan for the Metropolitan Region as a whole.”
